You should make your decision based upon all factors such as experience, work quality and cost. Do not try to get out of paying money by hiring someone that charges less, when you could just dig a little deeper and get a person that does better quality work.

Don't just specify the scope you want for your project, but include any milestones you require. Work your milestones so that your payments to the outsourcer are linked to them. Think about paying 25%-30% of the total amount upfront to the outsourcer and then pay installment amounts as each milestone is completed. You'll know your project is on target and the outsourcer is motivated to stick to the deadline given.
